The Operational Layer Between Utility Programs And Your Building.
A decade of running rebate programs across SoCal, from 10-unit walk-ups to 2,000+ unit institutional complexes.
Planet Optima is Southern California’s turnkey utility rebate implementation partner for multifamily building owners and property managers.
We sit between Southern California’s utilities — LADWP, MWD, and the programs they fund — and the buildings that qualify for rebate-funded upgrades they’d otherwise never claim.
We are not a plumbing company. Not an energy company. We are the operational layer between utility rebate programs and your building — handling eligibility, paperwork, procurement, scheduling, installation, and rebate processing across water conservation, energy efficiency, and EV charging.
Our flagship program — LADWP-funded toilet replacement — is how 500,000+ fixtures have been upgraded across Southern California over the past 10+ years. Zero cost to the building owner. The process is entirely handled by our team.

We Are The Operational Layer Between Utility Programs And Your Building
Utilities across Southern California fund building upgrades — new fixtures, new equipment, new infrastructure — at zero or near-zero cost to the building owner. The programs exist. The funding is real. But navigating eligibility, paperwork, procurement, scheduling, and compliance across dozens of properties is where most owners stall.
That’s the job Planet Optima was built for.
We handle the utility side and the building side. Every step — application, approval, installation, removal, post-inspection, rebate processing — is run by our team. You never touch the paperwork. You never pay out of pocket.
Turnkey. Zero capital outlay. Done at the scale of every multifamily building across Southern California.
One Turnkey Model. Every Utility Rebate Program.
Toilet replacement is our flagship. It’s also how we built the scale, compliance infrastructure, and utility relationships that power everything else we do.
LADWP-Funded Toilet Replacement — Zero Cost to You
LADWP covers 100% of fixture and installation costs for multifamily buildings with 5+ units. We replace old 1.6+ gallon-per-flush toilets with WaterSense-certified, MaP-tested 0.9 GPF models — and handle the entire process from application to installation to old fixture removal.
With LADWP sewer rates approved to double by 2028, every month a building operates with old toilets is a month of overpaying on both water and sewer charges.
| Building Size | Est. Annual Savings | Est. Property Value Added (5% Cap Rate) |
|---|---|---|
| 20 units | $5,000/year | $100,000 |
| 50 units | $12,500/year | $250,000 |
| 100 units | $25,000/year | $500,000 |
| 200 units | $50,000/year | $1,000,000 |

Projects At Every Scale
From student housing turnover windows to multi-thousand-unit institutional retrofits — here’s a snapshot of what turnkey implementation looks like in the field.

Warner Center Complex
2,107 toilets replaced — Large multifamily community in the San Fernando Valley. Full-property retrofit completed without displacing residents.

Downtown LA Student Housing
1,844 toilets replaced — Student living complex with tight turnover windows. All units completed during a single summer break.
From First Call to Finished Project
Every program we run follows the same five-step rhythm. Our team handles every detail — you stay focused on your building.
1. Building Assessment
We verify eligibility — unit count, fixture type, utility account status — in a single conversation plus a brief on-site walkthrough. You learn immediately which programs your building qualifies for.
2. Utility Approval
We submit the rebate application — LADWP, MWD, SCE, or the relevant program — on your behalf and handle all documentation. Approval typically lands within 5 business days.
3. Scheduling
We coordinate installation dates around your tenants’ schedules. Advance notice is delivered to every unit in English and Spanish. We adapt to your property management team’s workflow.
4. Installation
Licensed crews install up to 75 fixtures per day, roughly 20 minutes per unit. A 100-unit toilet project is typically complete in 1–2 days with minimal tenant disruption.
5. Completion & Rebate Processing
Old fixtures removed and hauled away. Post-inspection completed. Rebate processed directly through the utility. Savings start showing up on your next billing cycle.
