Am I eligible for LADWP-funded toilet replacement?
To qualify, your building must be in LADWP service territory, have 5 or more residential units, and still operate toilets rated at 1.6 gallons per flush (GPF) or higher. Why does LADWP fund 100% of the replacement?
LADWP funds the program through rebates from SoCal Water$mart to meet state water efficiency targets and reduce system demand. The Metropolitan Water District (MWD) co-funds the rebate. For buildings with 5+ units, LADWP pays up to $300 per qualifying fixture, which covers the toilet, installation, and haul-away of the old unit. Contact us to get started today!

A 100-unit building typically saves approximately $25,000 per year after upgrading to 0.9 GPF WaterSense-certified toilets. Savings scale roughly linearly: 50-unit buildings save around $12,500/year; 200-unit buildings save around $50,000/year. What toilet brands are installed through the program?
Planet Optima installs WaterSense-certified, MaP-tested high-efficiency toilets rated at 0.9 GPF or lower. Modern high-efficiency toilets exceed the flushing performance of the 1.6 GPF units they replace and are engineered to work with older multifamily plumbing — including cast-iron drain lines and legacy flanges. How long does installation take for an apartment building?
Each toilet takes approximately 20 minutes to install. Our crews install up to 75 toilets per day. A 100-unit building is typically completed in 1 to 2 days; a 200-unit building in 3 to 4 days. LADWP approval takes about 5 business days, and installation scheduling takes 2 to 3 weeks from approval. Contact us to get started today!
My building already participated but still has 1.6 GPF toilets. Can I do it again?
In many cases, yes. Buildings that participated in earlier MWD or LADWP programs — including the now-exhausted MWD Pre-1994 program — may requalify for the current LADWP program if they still operate 1.6 GPF or higher fixtures. Are there other rebates available outside the core toilet program?
Yes. Planet Optima also facilitates the LADWP TAP (Technical Assistance Program), which pays $7 per 1,000 gallons of water saved and stacks on top of the per-toilet rebate, up to $2,000,000 per project. Properties with common-area turf may qualify for LEAP (landscape efficiency) grants. Affordable housing properties may qualify for CAMR (Comprehensive Affordable Multifamily Retrofits). Can I get an LADWP-funded toilet for my single-family house?
Yes, but that is not something our company provides. The current full-cost replacement program applies to commercial and multifamily properties with 5 or more residential units. Single-family LADWP customers can apply for rebates directly through SoCal Water$mart, which typically reimburse a flat amount after the owner purchases and installs the toilet themselves.
If LADWP funds this, how does Planet Optima benefit?
LADWP pays Planet Optima a fee directly for each qualifying toilet installed through the program. That is our revenue. The building owner pays zero out of pocket and does not sign over any rebate. Does Planet Optima offer other water-saving measures?
Yes. Water conservation add-ons that typically stack with the toilet program include low-flow showerhead replacements, aerator upgrades, thermostatic shut-off valves, and auto-diverting tub spouts.
