If your building is in one of these neighborhoods and still has its older toilets, it very likely qualifies, and LADWP covers the full replacement.
LADWP supplies water to almost all of the City of Los Angeles, from the San Fernando Valley to San Pedro, and every neighborhood on this page is inside the city. You can check your area on LADWP’s own list of the communities it serves.
Some places with a Los Angeles mailing address are not covered. Unincorporated areas such as Florence-Firestone and Willowbrook get their water from other suppliers, and so do cities with their own water departments, such as Beverly Hills and Santa Monica. The LADWP program does not apply there.
The name on your water bill settles it. We confirm the account during the first building check, before anything else happens.
From the first call to new toilets in every unit usually takes 4 to 5 weeks. You sign one authorization form. We handle the rest.
Send us your building details. We confirm the unit count, the LADWP water account and the toilet ratings, with no commitment.
An inspector checks the GPF stamp on a sample of toilets, counts the eligible ones and notes any plumbing issues. It takes 1 to 2 hours.
We file the application through SoCal Water$mart. Approval takes about 10 business days.
We give tenants notice, then replace each toilet in about 20 minutes, up to 50 a day, and haul the old ones away.
The program inspects the work and pays the rebate to the water account holder. We invoice only that amount, after it arrives.

Planet Optima works anywhere LADWP supplies the water, with crews that install up to 50 toilets a day. We are one of the LADWP-authorized implementation partners, and we have replaced more than 500,000 fixtures across Southern California.
