Planet Optima is a Los Angeles utility rebate implementation partner. It replaces toilets in multifamily buildings (5+ units) at no cost to the owner through LADWP-funded programs, and it has replaced 500,000+ toilets across Southern California in 15+ years.
Why are there three different LADWP toilet rebate amounts?
Three programs publish three numbers, and search results mix them together. The $40 is the regional SoCal Water$mart base rebate, the $250 is LADWP’s residential rebate, and the $300 is LADWP’s commercial rebate, which covers apartment buildings with 5 or more units.
All three run through SoCal Water$mart, the rebate website of the Metropolitan Water District of Southern California (MWD).

Older articles add to the confusion. On March 24, 2022, LADWP raised its residential toilet rebate from $150 to $250 and its commercial toilet rebate from $250 to $300 (LADWP News). Pages written before that date still quote the old numbers.
What is the $40 toilet rebate?
The $40 rebate is the base amount SoCal Water$mart lists for a premium high-efficiency toilet that uses 1.1 gallons per flush (GPF) or less and replaces a toilet that uses 1.6 GPF or more.
SoCal Water$mart states that rebate amounts vary by water agency. For an LADWP customer, the $40 is not the number to plan around, because LADWP lists its own amounts of $250 and $300 on ladwp.com.
The $40 is not paid on top of LADWP’s amounts. It is the base part of them, so on a 5+ unit building the $40 base is included in the $300 total.
Who gets the $250 LADWP toilet rebate?
The $250 rebate is for LADWP residential customers in single-family homes and buildings with 1 to 4 units. As of September 2026, LADWP lists the amount as $250 “per unit per household” to replace a toilet of 1.6 GPF or more with one of 1.1 GPF or less (LADWP Residential SoCal Water$mart page). In practice it is paid per toilet replaced.
The owner buys the toilet, installs it, and applies with the sales receipt and a recent LADWP water bill. SoCal Water$mart gives residential customers 12 months from the purchase date to apply.
Planet Optima does not take part in the single-family program. The company is committed to reducing water use across California and specializes in no-cost multifamily retrofit projects for apartment owners and management companies. If you own a home or a building with 1 to 4 units, you can apply for a rebate of up to $250 per toilet directly through SoCal Water$mart.
Who gets the $300 LADWP toilet rebate?
The $300 rebate is for LADWP commercial, industrial, and multifamily owners with 5 or more units. As of September 2026, LADWP pays $300 for each toilet of 1.6 GPF or more that is replaced with a premium high-efficiency toilet of 1.1 GPF or less (LADWP Commercial SoCal Water$mart page).
LADWP’s multifamily flyer (October 2022) lists the same $300 for owners and managers of buildings with five or more dwelling units. The same flyer estimates $63 to $122 in yearly water savings for each toilet replaced.

Rebate by mail or direct install: which route fits a 5+ unit building?
For most buildings with 5 or more units, direct install is the better route, because the owner pays nothing and does not handle the paperwork.
Under the rebate-by-mail route, the SoCal Water$mart commercial terms set these steps:
- Get a confirmed rebate reservation before you buy anything.
- Buy toilets from the SoCal Water$mart qualifying products list.
- Install them.
- Submit the application before the reservation expires, 60 days after its effective date.
- Allow a remote or on-site check of the installed toilets.
Under the direct-install route, a rebate implementation partner runs the program for you. Planet Optima handles all the paperwork, including the reservation with a recent LADWP water bill, supplies and installs 0.9 GPF WaterSense-certified toilets, and hauls the old toilets away. The program pays the rebate to the customer of record on the LADWP water bill. Planet Optima invoices only for the rebate amount, and only after that payment arrives, so the rebate covers the fixture, the installation, and the haul-away, and the owner’s net cost is $0.

Does my building qualify for the $300 LADWP rebate?
Your building likely qualifies if it meets these five conditions from the LADWP and SoCal Water$mart program terms.
- LADWP water service: The property is an LADWP water customer.
- Unit count: The building has 5 or more units.
- Existing toilets: They use 1.6 GPF or more. The rating is usually stamped on the bowl behind the seat or inside the tank.
- Replacement toilets: They use 1.1 GPF or less and are on the SoCal Water$mart qualifying products list. Planet Optima installs 0.9 GPF models.
- Funding: A reservation is available. SoCal Water$mart gives out reservations first-come, first-served, subject to available funds.
The federal standard is 1.6 GPF (EPA WaterSense), so a building that installed standard low-flow toilets years ago usually still qualifies. The state and city water rules that apply to those buildings are covered in the guide to California water compliance for LA apartments in 2027.
At Chandler Court in Valley Village, Planet Optima replaced 46 toilets of 1.6 GPF with 0.9 GPF models, and average water use fell from 107,795 to 71,247 gallons a month, a drop of about 34 percent (Planet Optima billing data). The two do not combine for the same fixtures. LADWP's TAP application (version 2-13-2025, Program Term 8) says customers who receive a TAP incentive for water conservation fixtures such as toilets cannot take part in any other LADWP or MWD rebate program through SoCal Water$mart.
